Top Internet Scamming Countries in Africa (2025)



The countries below have been identified as the top Internet scamming countries in Africa, having high levels of cybercrime activity, including scams related to online dating, business email compromise, and advance fee fraud. It’s important to note that these scams are not limited to these countries and can happen anywhere in the world.



Nigeria has the highest number of online romance fraudsters in Africa, according to a research by techshielder.




According to the report, over 1,129 romance fraud cases have been reported against Nigeria. The country is also responsible for a whopping £12.1 million in financial loss, this totals to an average loss per victim of £10,700 in romance scams alone.

Coming in at number 2 is Ghana. The small west African country has scammed a total of £8.2 million out of love-seekers pockets.

World-first “Cybercrime Index” ranks countries by cybercrime threat level


The Index, published today in the journal
PLOS ONE
, shows that a relatively small number of countries house the greatest cybercriminal threat. Russia tops the list, followed by Ukraine, China, the USA, Nigeria, and Romania. The UK comes in at number eight.

Co-author of the study, Dr Miranda Bruce from the University of Oxford and UNSW Canberra said the study will enable the public and private sectors to focus their resources on key cybercrime hubs and spend less time and funds on cybercrime countermeasures in countries where the problem is not as significant.
‘The research that underpins the Index will help remove the veil of anonymity around cybercriminal offenders, and we hope that it will aid the fight against the growing threat of profit-driven cybercrime,’ Dr Bruce said.

‘We now have a deeper understanding of the geography of cybercrime, and how different countries specialise in different types of cybercrime.’
