Anyone know of any specific quest or event that drops these consistently?

I've been farming Namielle, Teostra, Ruiner Nerg, and Black Hazak in quests, investigations, events, you name it yet I still haven't got one to drop after a week? I feel like I'm about to go insane over my rng drops.
